A referee observer plays a vital role in developing referees and maintaining consistent officiating standards across Powerchair Hockey competitions. Their role goes beyond assessing performance. Referee Observers act as coaches and mentors, helping referees understand their performance, identify areas for improvement and build confidence throughout their officiating journey.

Coaching, Not Just Judging
Observation is fundamentally about development.
Although referee observers contribute to formal assessment, their primary purpose is to help referees learn and improve. Effective observers provide objective feedback while recognising the individual experience and development needs of each referee.
Referee Observer Eligibility
Candidates should have relevant experience in refereeing, officiating, coaching or referee development at national or international level in Powerchair Hockey or another team sport.
Candidates should demonstrate:
- A thorough understanding of the IPCH Rules of the Game, Competition Regulations and current interpretation guidelines.
- Good spoken and written English.
- The ability to observe matches objectively and analyse referee performance.
- Strong communication, mentoring and interpersonal skills.
- Professionalism, impartiality and integrity.
- A commitment to supporting the development of referees.
- A minimum age of 18 years.
Referee Observer Education Pathway
The pathway combines theoretical education with practical assessment.
Candidates learn observation techniques, performance analysis, feedback delivery and referee evaluation. They then complete a practical examination under the supervision of experienced Referee Observers.
Through education, practical experience and ongoing development, Referee Observers can support referees at IPCH-sanctioned international competitions.
